Architect
- Lead designer for Real Property
& Installation Life-cycle Management portion of the first
successful integrated end-to-end DODAF enterprise architecture
for the entire Department of Defense Business domain portion of
the Global Information Grid.
- Managed contracts to review
major DOD IT Systems and an Analysis of Alternatives for DOD
Real Property Inventory systems.
- Initiated the National Building
Information Model Standard through the National Institute of
Building Sciences as chair of the Facility Information Council
1999-2004

- Supervise over 50 contract and
government employees. Managed a $33M annual budget.
- Developed 5 year Strategic
Information Plan, World-Class Vision, and implementation plans
for the Lab’s IT infrastructure.
- Implemented an investment
strategy and demonstrated return on $200M investment.
Implemented a baseline and Total Cost of Operations study from
which to measure improvement.
- Provide real time
situational awareness capability for decision makers.
- Delivered a Collaboratorium for
High Performance Computing physics based visualization,
Executive Conference Center, and Information Operations Center,
including technology, process, organization and facilities.
- Accomplished over 50 IT and
Facility projects identified in our plan and vision to
completion.

§Managed
all Computer Aided Design, Geographic Information Systems, and
electronic cost engineering and specification applications for Navy
including implementation of $550M Facilities CAD2 hardware, software
and services contract.
- Implemented the
Construction Criteria Base, a fourteen Federal agency and 250
non-government standards organization consortium providing
construction criteria to the architecture/engineering profession.
§
- Led the team
revising Uniformat II which is maintained by the Construction
Specifications Institute.
§Participated
in both American Institute of Architects CADD Layering committees.
- Created a
philosophy entitled Installation Life-cycle Management, promoting
sharing of information throughout all functional aspects of a Navy
installation and developed the return on investment model
demonstrating its value.

- Chaired
Federal CADD/GIS Technology Center for Facilities, Infrastructure
and Environment Executive Working Group.
§
- Conceived of
and chaired the National Institute of Building Sciences Facilities
Information Council which is responsible for developing and
implementing the US National CAD Standard.

United States representative for construction related CAD to the
International Standards Organization (ISO). Developed an
